April 13, 2017
 Downtown Visitor Center

The mission of the Bennington Downtown Alliance
 is to build, improve, and support a vital downtown that benefits our entire community.

Present: President Eric Peterson, Jeannie Jenkins, Edie Sawitsky, Michael Keane, Kelly Clarke, Ted Bird, Heather Maneely, Keith Carey, Beth Wilwol, Matthew Harrington*, and Michael McDonough*. Staff: John Shannahan and Diane Perry. *Ex-officio
Absent:  Shelley Colvin.

Call to Order
                A quorum was confirmed by President Eric Peterson who then convened the meeting at 7:30am.

                The March 2017 board minutes were reviewed. Action/Resolution- Motion to accept the March minutes was made by Jeannie Jenkins, seconded by Ted Bird. All in favor. Motion carried. Minutes accepted as presented.

Financial Report             Executive Director John Shannahan reported on the financials which were reviewed at the Organizational level. All is in order. Action/Resolution- a motion to approve was made by Ted Bird, seconded by Michael Keane. Motion carried.

Director’s Report Discussion regarding report:

  • ·          VT Downtown Program statistics – 2016 inventory totals were filed and submitted. Note that our numbers are considered healthy according to the percentages they set. We can use these numbers as baselines for comparisons.  The year 2017 has shown seven new businesses in the downtown district, which will be recorded in the 2017 inventory. Action/Resolution – John to work with media on an article regarding the positive occupancies before major developments in the downtown.

Old Business

  • ·          Committee – the Design committee finished the streetscape design with a focus on Bennington in Bloom. The Org committee is assuming the role of the Marketing committee. The Park at 336 is fundraising at Mayfest, in addition to continued meetings with potential donors. Action/Resolution –John will calculate future pledges.

New Business

  • ·          TIF District Presentation – an overview was given by Michael Keane explaining Tax Increment Financing. Discussion included definition, determining factors, financing, how Bennington would get one, and the pros and cons of a TIF district. Questions asked were in regards to legislation and if the TIF would be voted on/approved this session. Action/Resolution - A motion was made to support a TIF district in Bennington by Michael Keane, seconded by Edie Sawitsky. All in favor. Motion carried unanimously. 


     Eric Peterson called for the adjournment of the meeting at 9:00am. Action/Resolution - a motion was made to adjourn by Ted Bird, seconded by Beth Wilwol. Motion carried unanimously.
